See how this is worked outWhere Most People Are Stuck
The four questions that bring most people to us, answered before you ask.
Am I a Filer, or Do I Still Need to Register?
An NTN (or, for an individual, your CNIC used as the registration number) and “filer” status are related but not the same thing. Registration gets you into FBR’s system through Iris; filer status comes from actually appearing on the Active Taxpayer List (ATL) after meeting the filing requirement for the year. You can check your own ATL status through Iris. If you’re unsure which of the two you’re missing, that’s usually the first thing to sort out.
What Actually Changes If I Stay a Non-Filer?
Non filers pay higher withholding tax than filers on things like property transactions, vehicle registration and certain banking transactions. The exact rates change with each Finance Act, so rather than quote a number that may already be out of date. We check the current notified rate against your specific transaction before you rely on it.
Will a Return with a Small Mistake Still Cause Problems?
FBR requires the Return of Income and the Wealth Statement to both be completed, and the Wealth Statement has to reconcile your change in wealth with your declared income and expenses for the year. A return that’s submitted but doesn’t reconcile is a common source of later notices, not a technicality you can ignore.
Is It Safe to Hand Over This Information Before I’ve Decided Who to Use?
It should never require that. We confirm exactly what’s needed for your specific service, and how it will be sent, before anything is shared. See How we handle your information below.
Tax and Registration Service
NTN Registration
Getting registered with FBR in the first place. An individual enrols on Iris with their CNIC; an AOP or company is issued its own number.
Income Tax Return
Salaried, business, freelancer or mixed income, prepared from the records you actually have rather than a template return.
Filer and ATL Status
Checking whether you are on the Active Taxpayer List, finding the missing year, and getting you back on it.
Sales Tax Registration
STRN registration with FBR for businesses supplying goods, and the obligations that start the day it is issued.
Monthly Sales Tax Return
The monthly cycle once you hold an STRN: Annexure C by the 10th, payment by the 15th, return by the 18th.
Punjab Sales Tax on Services
Services in Punjab are taxed by PRA, not FBR. A business doing both files with both.
SECP Company Registration
Single member, private limited or LLP, from name reservation through to the NTN and bank account that follow.
Chamber of Commerce Membership
GCCI membership for Gujranwala businesses, and the certificates of origin that exporters are asked for.
PSEB Registration
For IT companies and freelancers exporting services, where registration decides the tax rate on what you earn.
Running a shop or small retail business? The Asaan fixed tax scheme is a different regime from the one above. Not sure what you would pay? Try the tax calculator.
The Fixed Tax Scheme for Shopkeepers and Retailers
FBR has notified a simplified, voluntary tax regime for small retailers under SRO 1166(I)/2026. For a shop or small retail business, it can reduce both the tax bill and the paperwork but only if you actually qualify, and only if the arithmetic works in your favour.
What the Scheme Is
- 1% of gross turnover, in place of the normal tax regime
- A minimum of Rs 25,000 cash tax for the year
- Entirely voluntary — you can stay on the normal regime instead
- Simplified records of sales, purchases and expenses
Who Can Opt In
- Individual retailers with a physical business premises
- Annual turnover up to Rs 200 million
- Not eligible: turnover above Rs 200 million in any of the last three years, owners of more than one shop, tier 1 retailers, jewellers and professionals
- Kiosk and pushcart traders are excluded
What It Gives You
- No point-of-sale or mandatory digital invoicing requirement
- Exemption from routine audits
- Active Taxpayer List status and reduced withholding rates
- A QR-coded business plaque for the premises
Worth Checking Before You Opt In
The scheme is not automatically cheaper. It taxes turnover, not profit, so a business with high sales and thin margins can end up paying more than it would under the normal regime, while a business with good margins may pay considerably less. We work out both figures from your own records before you commit, because opting in is a decision about your numbers, not a general recommendation.
Registration is through the Iris portal, FBR’s mobile application, a tax office, or through us. Read the full guide to the scheme.
Based on SRO 1166(I)/2026, notified 29 July 2026. Thresholds, rates and eligibility rules change — current FBR material is checked before anything is filed or opted into on your behalf.

What the Official Process Actually Requires
FBR income tax registration happens through Iris. For an individual applying online, FBR lists a mobile SIM registered against the applicant’s own CNIC, a personal email address, and a bank-account maintenance certificate among the basic requirements; a business applicant may also need proof of business premises and a recent utility bill.
For an online income tax filing, FBR requires both the Return of Income and the Wealth Statement to move out of Draft and into Completed Task and the Wealth Statement has to reconcile the year’s change in wealth against declared income and expenses before it can be submitted.
Sales tax registration asks for more: bank details, business and branch details, GPS-tagged photographs of the business premises, and utility information. Once registered through Iris, biometric verification at a NADRA e-Sahulat Centre has to be completed within the stated period.
Note that a business providing services rather than selling goods in Punjab is generally taxed on those services by the Punjab Revenue Authority (PRA) rather than under FBR’s sales tax on goods — which authority and rate schedule actually applies to your business is confirmed before you’re registered anywhere.

What You’ll Need Before We File
There isn’t one fixed checklist — what’s needed depends on your income type, your registration status and what you actually own. This is the general shape of it, so you know what to start gathering.
To Register with FBR
- Your CNIC
- A mobile SIM registered against your own CNIC
- A personal email address that belongs to you
- A bank account maintenance certificate in your own name
- For a business: evidence of the premises (ownership or tenancy) and a recent utility bill for them
- For an AOP or company: the partnership deed or registration certificate, CNICs of all partners or directors, and a signed authorisation letter
For Your Income Tax Return
- Salary certificate and tax deducted at source, if you’re employed
- Sales, purchase and expense records, if you run a business
- Bank statements covering the tax year
- Rent received, if you have property income
- Details of anything disposed of during the year — property or securities
- Other income: dividends, profit on debt, foreign or agricultural income
- Evidence of tax already deducted or collected, and any advance tax paid
- Deductions and credits you’re claiming, such as Zakat or donations
For Your Wealth Statement
- Property you own — agricultural, residential or commercial
- Motor vehicles
- Bank accounts, shares, bonds, insurance policies and other investments
- Cash in hand, advances and amounts owed to you
- Jewellery, household items and other valuables
- Assets held abroad, and assets in someone else’s name bought with your funds
- Loans, mortgages and other liabilities
- Your household and personal expenses for the year
Why the expense and asset detail matters: FBR requires your wealth statement to reconcile — the change in your wealth across the year has to line up with your declared income and expenses, or the return can’t be submitted. Tell us your income type and situation and we’ll send the specific list for your case, rather than asking you for everything above.

Why Clients Need Clear Filing Support
- The documents required change with the type of income and registration — there isn’t one fixed checklist.
- An NTN and Active Taxpayer List (filer) status are related but not the same thing.
- A submitted return can still cause problems later if the income or Wealth Statement doesn’t reconcile.
- Registering for sales tax creates ongoing filing and record-keeping duties, not a one-time task.
- FBR dates, forms, thresholds and rates change — current official material gets checked before anything is filed, not assumed from last year.

Frequently Asked Questions
What is a tax consultancy?
A tax consultancy helps individuals and businesses meet their FBR — and, where relevant, provincial — tax obligations: registration, return preparation, sales tax compliance and company registration, so filings are accurate and go in on time. Usman Tax Consultants provides this in Gujranwala by phone or WhatsApp.
What is an NTN in Pakistan?
FBR e-enrolment gives you an NTN or registration number plus Iris access. For an individual, your CNIC is used as the registration number; an AOP or company receives a separate 7-digit NTN.
Is an NTN the same as filer status?
No. Registration gives you an NTN or registration number. Filer status refers to your position on FBR’s Active Taxpayer List after meeting the applicable filing requirement, and you can check that list through Iris online verification.
Can I check my FBR tax status using my CNIC?
Yes — for an individual, your CNIC is the registration number Iris uses, and the same number is what you check against the Active Taxpayer List to see your current filer status.
What records are needed for an income tax return?
It depends on the income source. Common records include salary certificates, tax-deduction evidence, bank information, business sales and expenses, property income, assets, liabilities and your previous filing record.
Why is the Wealth Statement important?
FBR requires the Return of Income and Wealth Statement to both be completed for online filing, and the change in your wealth has to reconcile with your income and expenses before the statement can be submitted.
Does every business need sales tax registration?
No. It depends on the law, your business activity and other facts — FBR sets out which categories of persons must register. Eligibility gets checked before applying, since registering brings ongoing filing and record duties with it.
What’s the tax rate on consultancy or other services in Pakistan?
This depends on which authority applies to you. Services (as opposed to goods) supplied in Punjab are generally taxed by the Punjab Revenue Authority under its own rate schedule rather than FBR’s sales tax on goods, and the notified rate changes from time to time. Rather than quote a figure here that could be out of date by the time you read it, we check the current PRA-notified rate against your specific service before registering or filing anything.
Can I get help if I have salary and business income?
Yes. A mixed-income case can include salary, business, rent or other income in the same tax year — the records for each source are reviewed separately before the return is prepared.
Do I need a tax lawyer for an FBR matter?
People often search “tax lawyer” when they actually need help with a notice, audit or appeal. What you need depends on the task, the forum and the authority required to act for you — ask any consultant about their actual process knowledge, registration or authority, and exactly what’s included, before appointing anyone.
Common Questions People Search in Urdu/English Mix
Filer kaise banen? (How do I become a filer in Pakistan?)
Register for an NTN through FBR’s Iris portal, then file your return for the relevant tax year — you’re added to the Active Taxpayer List once the filing requirement is met, not automatically at registration.
NTN kaise banayen? (How do I get an NTN?)
Enrol through Iris. As an individual, your own CNIC becomes your registration number once enrolment is complete; a business or AOP is issued a separate 7-digit NTN.
Tax return kaise file karen? (How do I file a tax return?)
Both the Return of Income and the Wealth Statement need to be completed and moved to “Completed Task” in Iris — and the Wealth Statement must reconcile with your declared income before it can go in.
Filer aur non-filer mein kya farq hai? (What’s the difference between filer and non-filer?)
A filer is on FBR’s current Active Taxpayer List; a non-filer isn’t — and non-filers pay higher withholding tax on things like property and vehicle transactions, at rates that change with each Finance Act.
