Monthly Sales Tax Return Filing in Gujranwala

A sales tax return is a monthly deadline with three dates inside it.

Once a business holds an STRN, filing is no longer an annual event. The return arrives every month, whether or not anything was sold, and it arrives in stages — supplier data first, payment second, the return itself last. Usman Tax Consultants files monthly returns for registered businesses in Gujranwala and keeps the three dates from colliding.

The Three Dates Every Month

FBR’s monthly cycle runs on a fixed rhythm. Each date depends on the one before it.

  • 10th — Annexure C, the invoice-wise record of supplies made during the tax period
  • 15th — payment of the tax due, deposited to the designated bank
  • 18th — the return itself, e-filed on Iris

Manufacturers additionally file an annual return by 30 September for the preceding financial year. Taxpayers in the CNG sector file quarterly rather than monthly.

Missing the 10th does not simply delay an attachment. It pushes the whole file against the payment date, which is the one that costs money.

What the Return Is Assembled From

The return is not typed out on one screen. It is built from annexures that have to agree with each other.

Annexure A

Purchases, drawn from what your suppliers have declared against your STRN. What they did not declare does not appear here.

Annexure C

Your own supplies, invoice by invoice, due by the 10th and the foundation of everything that follows.

STR-7

The main return the annexures roll up into, alongside stock and consumption statements where the business must maintain them.

Because purchase data flows from suppliers, a return is only as clean as the suppliers are. An invoice a supplier never declared, or declared against the wrong number, does not become claimable simply because it exists on paper.

Input Tax Is Not Automatically Deductible

Two limits catch most businesses out, and both are easier to handle before filing than after.

The first is supplier status. Input tax cannot be claimed against invoices from suppliers who were inactive, blacklisted or suspended at the relevant time — which is why supplier status is checked before a claim is made, not after it is questioned.

The second is section 8B of the Sales Tax Act, 1990, which restricts the adjustment of input tax to 90% of output tax for the period, with sector-specific exceptions notified separately. The balance carries forward rather than disappearing, but it affects cash in the month it arises.

Null Returns, Late Returns, Revised Returns

No Sales This Month

A null return is still due by the 18th. Silence is not a filing, and a missed return costs Active Taxpayer List status.

Filed Late

Section 33 sets a penalty of Rs 10,000 for failing to furnish a return by the due date, reduced to Rs 200 per day where the return is filed within ten days. Default surcharge runs separately on tax paid late.

Filed Wrong

A return may be revised within 120 days under section 26(3), normally with the Commissioner’s approval — not required where the revision is filed within 60 days and increases tax payable or reduces a refund claimed.

Digital Invoicing Changes the Monthly Routine

For businesses inside the scope of S.R.O. 1413(I)/2025, invoices are transmitted to FBR’s system as they are issued rather than compiled at month end. That makes the monthly return largely a reconciliation exercise — but it also means an invoicing error has a 72-hour correction window before it needs Commissioner approval. The monthly file and the invoicing stream have to agree.

Supplying services rather than goods? Those are filed with the Punjab Revenue Authority on a separate monthly cycle. See Punjab sales tax on services (PRA). A business doing both files both, and the two are not interchangeable.

How We Handle It

Collect Early

Sales and purchase records are gathered in the first week, not the third, so Annexure C is ready before the 10th.

Reconcile Before Filing

Purchases are matched against what suppliers have declared, and supplier status is checked before any input tax is claimed.

Fix the Figure Once

The liability is settled and deposited by the 15th, with the section 8B position calculated rather than estimated.

File and Record

The return goes in by the 18th, and the filed copy, payment proof and carry-forward position are kept for the following month.

Common Questions

Do we have to file if the business made no sales?

Yes. A null return is due by the 18th like any other. Not filing removes the business from the Active Taxpayer List.

Why can we not claim an invoice we actually paid?

Usually because the supplier has not declared it, has declared it against a different number, or was not active at the time. The invoice is valid as a document and still unclaimable as input tax.

What is the 90% limit?

Section 8B caps input tax adjustment at 90% of output tax for the period, subject to notified exceptions. The excess carries forward, so it is a timing cost rather than a lost claim.

Can a mistake be corrected after filing?

Within 120 days, yes. The Commissioner’s approval is normally needed, though not where the revision is filed within 60 days and raises the tax payable or lowers a refund claim.

Is this the same as registering for sales tax?

No. Registration is the one-off step that produces the STRN — see sales tax registration. This page is the monthly obligation that follows it.

Let Us Look at This Month Before the 10th

Send us last month’s sales and purchase summary along with your STRN. We will tell you what the return will look like, what is claimable and what is not — before the 10th, not after the 18th.

Dates, penalties and procedures above are drawn from FBR’s published sales tax return material, from sections 8B, 26 and 33 of the Sales Tax Act, 1990 and from S.R.O. 1413(I)/2025, checked September 2026. FBR’s forms and procedures change — current official material is checked before anything is filed on your behalf. This page is general information, not advice on your particular circumstances.
