Sales Tax Registration in Gujranwala
An STRN is the beginning of a monthly obligation, not the end of a form.
Sales tax registration is filed on Form 14(1) in FBR’s Iris portal. The application itself is straightforward when the file is complete. What follows it — a monthly return, biometric verification, and now digital invoicing — is the part worth understanding before you apply.
Who Has to Register
FBR sets out the categories. If your business falls inside one of them, registration is a requirement rather than a choice — and the department can register you itself if you do not.
- All importers
- All wholesalers, including dealers, and distributors
- Manufacturers above the cottage industry limits — turnover over Rs 10 million a year, or utility bills over Rs 800,000
- Tier-1 retailers — chain stores, shops in air-conditioned malls, retailers who also sell wholesale, and those whose electricity bill crosses FBR’s threshold
- Anyone required to register under another federal or provincial law, including hotels, clubs and courier services
- Persons making zero-rated supplies, including commercial exporters who intend to claim a refund
- Anyone avoiding registration, who can be registered compulsorily by the department after enquiry
Categories as published by FBR. Thresholds move with each finance act, so the figure that applies on the day you apply is the one we check.
Shops, traders, importers, distributors, manufacturers. You register for an STRN with FBR and file a return every month. This is the page you are on.
Salons, restaurants, marriage halls, marketing and IT firms, contractors, property dealers. Gujranwala is in Punjab, so this is the Punjab Revenue Authority, not FBR.

Most rejected applications fail on the photographs and the bank certificate, not on eligibility. The list below is what has to be uploaded with Form 14(1).
Every Applicant
A bank account certificate issued by the bank in the name of the business; the business name, acquisition date, capacity and activity; GPS-tagged photographs of the premises; utility consumer numbers with pictures of the meters; and branch details where you have them.
Manufacturers, in Addition
GPS-tagged photographs of the machinery, and of the industrial electricity or gas meter. Manufacturing premises are also the ones FBR is most likely to verify in the field, before or after registration.
Single-Member Companies
A balance sheet showing capital, assets and liabilities. Companies and AOPs also need the registration already in place on the income tax side — sales tax registration sits on top of an NTN, never instead of one.
The application can be filed from the Iris web portal or started in the Tax Asaan mobile application. Either way it is the same form.
Digital Invoicing Now Comes with It
This is the change most people find out about after they register. Sales tax registered persons are required to integrate with FBR’s system and issue their invoices through it — the obligation was set by S.R.O. 1413(I)/2025 with effect from 1 August 2025.
You are not expected to build the connection yourself. FBR permits registered persons to engage one or more licensed integrators approved by the Board, and Sales Tax General Order 01 of 2026 confirms that arrangement.
The same order gives you a short window to fix honest mistakes: an electronic invoice issued in error can be cancelled, deleted or edited through FBR’s system within 72 hours. After that it takes the concerned Commissioner’s approval — which is a slow way to correct a typo.
In practice this means your invoicing has to be settled before you register, not after. We tell clients what it will mean for how they bill, so the first month is not spent improvising.
What Registration Commits You To
- A return every month, whether or not you made a single sale
- Annexure C by the 10th, payment by the 15th, and the return itself by the 18th of the following month
- Manufacturers file an annual sales tax return as well, by 30 September
- Biometric verification at a NADRA e-Sahulat centre within 30 days of registering
- Re-verification each July for individuals, members of associations of persons, and directors of single-member companies
- Miss the biometric step and you come off the Active Taxpayer List — which your customers can see
- If a document is found to be wrong or not genuine, FBR allows fifteen days to replace it
- Closing down does not end it quietly — de-registration needs a final return, filed when the Commissioner directs
How We Handle It
Check Whether You Must — and Whether You Should
Some businesses are required to register. Others can choose. The two get different advice.
Assemble the File
Bank certificate, GPS-tagged photographs, meter numbers and meter pictures — gathered once, in the form FBR accepts.
File and Verify
Form 14(1) on Iris, then the NADRA biometric inside the 30 days, with a reminder before the window closes.
Set up What Follows
The monthly return calendar, and digital invoicing, arranged before the first deadline rather than after it.
The Question Worth Asking Before You File
Registration lets you claim input tax, and it is often what larger buyers insist on before they will deal with you. But if your customers are not registered themselves and cannot claim anything back, adding sales tax to your price can simply make you dearer than the shop next door. That comparison is worth running before the application goes in, not after the first return is due.
Common Questions
Is an NTN the same as a sales tax number?
No. An NTN registers you for income tax. An STRN registers you for sales tax, and it sits on top of the NTN — you cannot have the second without the first. Many businesses need only the NTN.
Can I register voluntarily if I am below the thresholds?
Yes. Businesses often do it because a corporate buyer asks for it. Be clear that the obligations are identical either way — monthly returns, biometric verification and digital invoicing apply to a voluntary registration exactly as they do to a compulsory one.
How long does registration take?
The application itself is filed the same day when the documents are ready. The biometric visit has to happen within 30 days. FBR may also verify your premises before or after registration, and that timing is theirs, not ours.
Do I have to file in a month with no sales?
Yes. A null return is still a return, and the deadline is the same 18th. Skipping it is one of the most common reasons a registered business quietly loses its Active Taxpayer List status.
What if I want to stop being registered?
De-registration is a formal process, not simply ceasing to file. A final return is required before it, at a time the Commissioner directs. Unfiled months do not disappear because the business did.
Not Sure Whether You Need to Register?
Tell us what you sell, roughly what you turn over, and who your customers are. We will tell you whether registration is required, whether it would help you, and exactly what your file needs.
Requirements above are drawn from FBR’s published sales tax registration and return-filing material, from S.R.O. 1413(I)/2025 and from Sales Tax General Order 01 of 2026, checked September 2026. FBR’s forms, thresholds and procedures change — current official material is checked before anything is submitted on your behalf. This page is general information, not advice on your particular circumstances.
