PSEB Registration in Gujranwala
The concessional rate is not automatic. It is conditional, and the conditions run all year.
Registration with the Pakistan Software Export Board is what moves IT and IT-enabled export income onto the concessional final tax regime instead of ordinary business rates. For a software house or a freelancer in Gujranwala earning from abroad, it is usually the single largest difference between what is paid and what could have been paid — provided the conditions attached to it are held for the whole year.
Who Registers
PSEB registers exporters of IT and IT-enabled services in more than one shape.
Companies
Software houses and IT companies incorporated with SECP — see SECP company registration if the company does not exist yet.
Sole Proprietors and Partnerships
Unincorporated businesses exporting IT services, registered with FBR and holding an NTN.
Freelancers
Individuals invoicing foreign clients directly — the category most often skipped, and the one where the rate difference bites hardest.
What Registration Is Actually Worth
The benefit is a tax rate, and it is a large one.
Export receipts of IT and IT-enabled services from a PSEB-registered exporter fall under the final tax regime in section 154A of the Income Tax Ordinance, 2001, taxed at a concessional rate of 0.25% of the export proceeds. The Finance Act, 2026 extended that rate through tax year 2029. Because it is a final regime, that is the liability on the export income — not a payment on account of something larger.
Without registration, the same money is treated as ordinary income. A higher rate is deducted on receipt and the income is assessed at normal business or corporate rates, which is a different order of magnitude entirely.
Proceeds have to arrive through approved banking channels. Money that comes in outside them does not qualify, whatever the registration says.
- NTNRegistration with FBR comes first. PSEB sits on top of it, never instead of it.
- PSEB registrationRegistering the freelancer or company with the Pakistan Software Export Board.
- 0.25% on export proceedsThe concessional final tax rate under section 154A, in place of the ordinary slabs.
- Annual returnStill filed every year — it is what keeps you on the ATL.
The rate is not automatic. It depends on conditions being met and kept, which are set out below — losing them means falling back to the ordinary regime, not a reduced one.
The Conditions That Keep It
Registration is the entry ticket. Three things keep it valid, and all three are ongoing.
- Registration maintained throughout the tax year — not obtained in the last month of it
- Export proceeds received through normal banking channels, with the documentation to show it
- Returns filed even where the export income is exempt or finally taxed — non-filing costs Active Taxpayer List status, and losing ATL status breaks the eligibility the rate depends on
That last point catches freelancers in particular. The reasoning runs: the income is taxed at a quarter of a per cent, so there is nothing to pay, so there is nothing to file. The filing is what holds the status that produces the rate.
How We Handle It
Check It Is Worth It
Not every foreign receipt is an IT export. We look at what is actually invoiced and how it arrives before recommending registration.
Get the Base in Order
NTN, business registration and a bank account capable of receiving export proceeds properly documented — PSEB registration sits on top of these.
Register with PSEB
The application is prepared and filed in the correct category, with requirements confirmed against PSEB’s current list rather than a blog’s.
Hold the Conditions
Filing calendar, banking channel documentation and ATL status tracked through the year, so the rate is still there at assessment.
Common Questions
I am a freelancer, not a company. Can I register?
Yes. PSEB registers freelancers as well as companies and unincorporated businesses. You will need to be registered with FBR first.
Do I still have to file a return if my income is taxed at 0.25%?
Yes, and it matters more than usual. Filing is what keeps you on the Active Taxpayer List, and ATL status is tied to the eligibility that produces the concessional rate.
Does it matter how my clients pay me?
Yes. The concessional treatment applies to proceeds received through approved banking channels. Payments routed outside them fall outside the regime.
How long does the rate last?
The Finance Act, 2026 extended the 0.25% rate through tax year 2029. Rates are set by each Finance Act, so this is confirmed rather than assumed at each filing.
Do I need sales tax registration too?
It depends on what you supply and to whom. Exported services and locally supplied services are treated differently — see Punjab sales tax on services.

Tell us how you invoice, how the money arrives and whether you are registered anywhere yet. We will tell you whether PSEB registration is worth it in your case and what it takes to hold the rate once you have it.
The tax treatment described above reflects section 154A of the Income Tax Ordinance, 2001 and the extension of the concessional rate by the Finance Act, 2026, checked September 2026. PSEB’s own registration categories, documents and fees are set by PSEB and are confirmed directly with them at the time of applying rather than relied on from this page.
